Blind Dog Needs Transport Help

I have rescued a blind dog named "Frankie". He is a medium to large boy. Besides being blind, Frankie has endured hard times and has battle scars to prove it. He is being fostered by Blind Dog Rescue and we need to get him to his foster as soon as possible for hw treatment. All other vaccinatons are utd, he has been vetted, quarantined and treated for anything else needed besides the hw. Any help here is appreciated. He is special needs and I just felt lots of ground transport would be too difficult for him!!!
